The case
Simon was working as a chief executive officer of a road construction industry. During the month of June, 2017 there was an advertisement of a bridge building contract. Simon's company is competing other road construction companies to win the tender. The government wants to award the best performing company to work on the contract.
Consequently, instead of Simon's company following the right procedure to win the tender, they have identified the shortest way possible. The permanent secretary responsible for awarding the tenders is heading to Canada for a one week vacation. Simon's company decide to spend the company's money to sweet talk the permanent secretary. The company see the action as a way of having advantage over other companies. However, it is a corruption to bribe other people to win the tender according to Welland & Pugsley,(2019). The action ended Simon's company to court.
The agency involved here are the government, the construction company and the court. The action to bribe the minister is not ethical, however, the construction company might have considered it as an ethical action. Consequently, these behaviors are still evident in the current society. There are many pending cases in courts due to corruption.
